Being a fan of simplicity i voted for 5. Don't mind the dwarviness (or watchacallit?)
'Our lives are not our own. From womb to tomb, we are bound to others. Past and present. And by each crime, and every kindness, we birth our future.'

'We are not enemies, but friends. We must not be enemies. Though passion may have strained, it must not break our bonds of affection.
The mystic chords of memory will swell when again touched, as surely they will be, by the better angels of our nature.'

No one ever said the job was easy, boss. :D

It is a beehive to pick a few from so many. I think having one that is really neutral will be hard, as most if not all of them are linked to one of the races.

Maybe muddle on for a while and in the end go for Pedocracy... or Beocracy...

From these, I'd go for the eagles. If you insist on keeping the background white, I prefer the golden eagle.

Also, you may want to take into account the following:
Quote from: Wikipedia
Tinctures are the colors used in heraldry, though a number of patterns called "furs" and the depiction of charges in their natural colors or "proper" are also regarded as tinctures, the latter distinct from any color such a depiction might approximate. Since heraldry is essentially a system of identification, the most important convention of heraldry is the rule of tincture. To provide for contrast and visibility, metals (generally lighter tinctures) must never be placed on metals, and colors (generally darker tinctures) must never be placed on colors. Where a charge overlays a partition of the field, the rule does not apply. There are other exceptions - the most famous being the gold crosses on white chosen as the arms of Godfrey of Bouillon when he was made King of Jerusalem.[18]

The names used in English blazon for the colors and metals come mainly from French and include Or (gold), Argent (white), Azure (blue), Gules (red), Sable (black), Vert (green), and Purpure (purple). A number of other colors are occasionally found, typically for special purposes.

Btw, I also like this one:

"There is no Planet B." (Seen on a banner at Copenhagen)
Quoted for brilliance.

Justice... Isnt that something with a sword?

I do like the sword with the swirly banner. Quite general, not highly race specific as the others.

If I can't fight for cock, I'll fight for swirly banner swords.

the sword isnt Justice as a whole it is merely a portion of it the other half usually being a book, or scales to represent the fairness before the retribution that can be brought to bear.
"Banking was conceived in iniquity and was born in sin. The bankers own the earth. Take it away from them, but leave them the power to create money, and with the flick of the pen they will create enough deposits to buy it back again. However, take away from them the power to create money and all the great fortunes like mine will disappear and they ought to disappear, for this would be a happier and better world to live in. But, if you wish to remain the slaves of bankers and pay the cost of your own slavery, let them continue to create money." Josiah Stamp (Governor Bank of England 1928-41)

Voted 3+4, but I must admit I'd drop both votes in favour of the Sword and ribbon (or any flag with a bear on it :)) in a heartbeat.
