But Hrod if you havent already, I would suggest contacting red Pimp and seeing what he says as after 7-8 is SOT not Pl (yes I know its still covered, but you get the idea).

I am now (after a little reflection) worried by what "Except EZ who have sov in pinky" suggests, ie lose all else, or what?

Then later "we meant we intend to set up one by ourselves not for PL..."

Eh.. Is he for real? Does he understand who actually run fountain? Even with the old rules setting up an outpost would mean PL could at moments notice take it. So who in their right minds builds an outpost when renting (or being a pet for that matter)
