Well, random is random, so why not? Don't think its so strange with the current roll mechanic.
But I agree they could make it a bit less random, like 1-500 in stead of 1-1000+

This chicken guys was buggy anyway, cause he was lvl 41. He was chicken in Tier 4!
Seems it is fixed now, cause he is back to lvl 40 now.

It's fucking depressing if true, and the numbers/screens/testament is quite compelling. It's getting harder to overlook these kind of blunders.
