Basically, a guy with a character in the U'K's executor corp - UK are a holder of space (alot of it) in "New" Providence - realises he has the most active char in the holding corp that holds shares.
Being annoyed with whatever, he approaches the little Welsh foul mouth that runs genos & Hydra Reloaded, Garmon with the idea. I'll kick the corps and give you the alliance/transfer stations and sov to you" garmon loves it and it happened today. 5% share holding in the executor corp got the alliance fucked over :)
Apparently Hydra are in this to recreate the old provi - lots of roamers and so on (Not necessarily including CVA), not the "new" provi that -A- & U'K created when they steam rolled CVA. And from what Ive heard on IRC and on various fora, its working. Lots of headless chickens running around, shit loads of people roaming.
Personally I wish them well, but the mechanic that allowed it is yet another messed up thing, still its amusing in some ways.

Ushra'Khan is under new management.
As of downtime on Saturday, July 24th, all active corporations in Ushra'Khan have been kicked, leaving only the executor corp, Neh'bu Kau Beh'Hude, and the station holding corp, Unity holdings.
The alliance, all 30 of its systems, and all 12 stations now belong to Tarac Nor, his associates, and Genos Occidere.
As such, we feel it prudent to implement a new set of rules to reflect the new style of mangement.
new u'k rules:
1) amrr sucks
2) no not believingh in yourself
3) no butter dogs
3) alliance mining op ever staurday at 2:00 eve time in dihra bring ur mackinaws atendence is mandatory
4) any corp that wants to join is in* WITH SOME EXCEPTIONS
5) but most importantly
6) have fun
EXCEPTIONS:
Any former u'k corps may apply for membership in the new u'k, however, the price for re-admission is 10 billion isk. You must send a written appeal to the new head of corp recruitment for ushra khan, Johan Moisander.
In this application, you must provide:
1) a reason why you feel you should be re-admitted
2) a statement to the effect that garmon and Tarac are awesome and are cool bros 4 life (using your own words)
3) your favorite Lady GaGa song (youtube link if possible) - a personal cover of the song in question would lead to your application recieving special consideration
4) a short (3-400 word) story featuring one (1) of the following people (Garmon, butterdog, cippalipus primus, Nrom Gustav) having a negative interaction with a lusty orc
5) an ascii drawing of a wizard fighting a dragon while the dragon is smoking a bong and the wizard is lighting the dragon's bong with his fire breath
If we consider your application to be meritorious, you will be allowed to deposit 10 billion isk to Johan Moisander and the re-intergration process will begin.

All the corps booted from u'K have joined Circle of Two (crazy serbs who flew 14billion isk frigates in the recent AT) and are still fighting in Provi now.

They moved, wanted a change and the "new provi" offered them that - roams, decent amount of reds nearby etc. And plus the North is full of 'bears.

Yes, but from what i remember they were "attacked" or whatever by the NC? (thrown out whatnot...)

probably - they moved like 3 weeks ago and details are dim to me.
