For those interested in a more layman terms, comparing two ships, one the signature of ten-fold to the other, the targeting speed is ~1.5 times faster on the bigger ship. Or if the difference is 100-fold, the targeting of the larger ship is ~twice as fast. Essentially, if the size-difference is not at least ten-fold, there is not that big difference in "raw" (without gear or skills accounted for) targeting speed, unlike at least I have understood from the in-game tutorials
Examples: Frigate with 37m2 -> ASINH(37^2)=7.9, a BC with 280m2 -> ASINH(280^2)=12.0 while a BS with 550m2 -> ASINH(550^2)=13.3
