They are the Moria mounts (horses dont like it in the dark underground)

So buy Mines of Moria ;)

*Or* you go around and drink lots of ale (plus some other things :p) to get Kindred with Ale Association to get this:

Is that alcohol goat attainable at low level?

Considering you could possibly ride the thing at level 35, I presume you would need to be at least 35 :)  Most of the quests become available at level 5, and as far as I know you can get the level 45 quests once you reach the "stage" (however if you would be able to complete the quests at level 15 or so, I don't know).

Oh god that goat is sooo much nicer than the bog standard one.
