Here is my standard PVE Ishtar fit for anyone who is interested.

Hi Slots
125mm Prototype I Gauss Gun
Drone Link Augmentor I
Small Tractor Beam I
Salvager I
Salvager I

Med Slots
Stasis Webifier
Cap Recharger II
Cap Recharger II
Cap Recharger II
Cap Recharger II

Low Slots
Medium Armour Repairer II
Medium Armour Repairer II
Armour Hardener II \
Armour Hardener II  > Depends on rats you are facing
Armour Hardener II /

Drones
5x Garde IIs
5x Ogre IIs
5x Hammerhead IIs
5x Hobgoblin IIs

Is cap stable with one armour repairer running, the second one is for situations where one just isn't enough.  This fitting can solo every level 4 mission with the exception of the bonus room of Angel Extravaganza.  The fitting is fairly tight, but the webber is optional as is the second armour repairer for lower level missions and most level 4 missions.
