tldr. Basically high sec customs offices will be ownable by players now (after they have shot the existing npc owned ones), and will have 2 tax mechanisms (10% npc reducable to 5%, & an owner set one. Can be tied to standings etc so you could lock people out). 

Comments thread is enough grr goons to power a satellite launch, even though taking over 10,000 pocos is beyond the isk/sanitypatience of anyone. Admittedly the Goons do a good job of trolling that thread/fanning the flames. Just feel for the good posters in it who have been drowned out by everything else.

Its gonna be a fun conflict driver in some parts of hs, otherwise most wont get taken over and the backwater ones that do will be done by corps so they have a 5% npc tax and no tax on themselves (its a 17% npc tax right now) - and they get a way to say "yeah, we did that" when it comes to something in highsec beyond a POS.
