Personally, id suggest having it ready for when the germans require it - but not going all out to set it up prior to that (Heck, for purchases, i'd do it in batches, so as to spread the cost somewhat). Its yet another cost the corp cannot afford (and even before the ebank thing dropped my liquid isk a tad, I'd decided to not throw more isk the corps way) at this time, both in terms of isk and man hours required to oversee it, given how many people are out in 0.0 regularly and how many are in general off riding bikes for the summer. And then there is the whole thing about building caps, we arent quite there with that yet, and to have more stuff on the go that stretches those of you doing alot of ingame work even further :S
As for talk about JB's and more ds - its all moot right now until we know exactly what sort of network re JB's the germans have in mind - they may not want Z to be connected, even if the corp foots the bill itself.
