Added too many too soon didnt they, now we are seeing the effects - server transfers, bonus to roll x or y faction etc etc... and now server cuts?

The problem was that they set a cap on player numbers from the start which was lower than the max the servers could handle and that lead to queues.
Queues led to more servers being added (and transfers from "high" pop server like hirn).
That in turn lead to low pop when the caps were liften and people spreading thin which lead to people quitting (apart from some design flaws).
All things that could be foreseen (and was by some).
