Was actually reading about this in paper today. The article was about the BBC beginning live streaming of 1 &2 on 27th, and apparently for live streaming youll need a licence, however if you watch the programme the next day for instance on iplayer then you dont.

The anon proxies in the UK used to be a way to bypass the IP checking if you're outside the country - Google is your friend for finding one.
